Udbhav Tiwari is the Vice President for Strategy and Global Affairs at Signal. The nonprofit, open-source messaging app widely recognized as a global reference for end-to-end encryption.

Based in Berlin, he leads Signal’s work at the intersection of technology, regulation and human rights, ensuring that private communication remains possible in an increasingly surveilled world.

Before Signal, Udbhav served as Director for Global Product Policy at Mozilla, where he worked on data governance, content regulation and connectivity in regions across the globe.

He has held roles at Google and at the Centre for Internet and Society in India, and has contributed to international standards work at bodies such as ISO and IEEE.

He has testified before the U.S. Senate Committee on Commerce, Science and Transportation and is frequently quoted as an expert on privacy and technology by global media including CNN, The Guardian, Wired, the Financial Times, the BBC, Reuters and others.
